Former OIG Attorney Joins Firm

Pepper Hamilton LLP announced that Stanley R. Soya, a government contracts and white collar defense lawyer who has been an attorney with the U.S. Department of Defense, Office of Inspector General as well as in private practice, has joined the firm as a partner in the Washington, D.C., office.

Mr. Soya's practice encompasses the full range of issues that government contractors encounter during competition, negotiation and performance.  He has extensive experience representing contractors in bid protests, claims and disputes litigation, suspension and debarment proceedings, internal investigations, and federal administrative, civil and criminal investigations and prosecutions concerning alleged procurement fraud, corruption, Foreign Corrupt Practices Act violations and export control violations.

He represents government contractors in the aerospace, biotechnology, health care, medical products, electronics, information technology, telecommunications and transportation industries.

"Stan is extremely knowledgeable in government contract law and white collar defense, highly regarded by his peers and a true team player," said Michael A. Hordell, a partner with Pepper Hamilton and head of the firm's government contracts practice.  "In addition, he has tremendous experience with due diligence and compliance reviews of government contractors who are potential merger targets of clients, and his practice will be a nice complement to our export controls practice.  He'll be a great asset to the firm and our clients."

Mr. Soya joined Pepper Hamilton from Jackson Kelly PLLC in Washington, where he had been a partner since 2005.  Before that, he was a partner with Morrison & Foerster LLP.  He also has worked as in-house counsel with a major manufacturing corporation and served as an attorney with the U.S. Department of Defense, Office of Inspector General, where he had responsibility for oversight of investigations involving the top 100 defense contractors.

"I have known Michael Hordell for 20 years and worked with him as a member of the ABA's Section of Public Contract Law," said Mr. Soya.  "It is a pleasure to join him and my other new colleagues at Pepper Hamilton, and to combine my practice with the firm's established and growing government contracts and white collar and corporate investigations practices.”

Mr. Soya is an active member of the American Bar Association's Section of Public Contract Law and has served as vice chair of its Debarment and Suspension Committee, chair of its Procurement Fraud Committee and vice chair of its International Procurement Committee.  He also is a member of the White Collar Crime Committee of the ABA's Criminal Justice Section.

He has lectured and written on federal procurement, defective pricing, procurement fraud, export controls, international government procurement, international anti-corruption and procurement reform issues.  He has been a guest lecturer at the George Washington University Law School and an associate professor at the George Washington University Graduate School, and he has taught courses for the International Law Institute in cooperation with Georgetown University and for Federal Publications, Inc.

Mr. Soya received his undergraduate degree from American University (B.S. 1977) and his law degree from George Washington University Law School (J.D. 1982).
