Michael J. Halloran from Pillsbury Winthrop Shaw Pittman Joins SEC

U.S. Securities and Exchange Commission Chairman Christopher Cox recently announced the appointment of Michael J. Halloran as Deputy Chief of Staff and Counselor to the Chairman.

?Mike brings a wealth of practical experience and substantive knowledge to the Commission, and will use his multiple talents to help protect America?s investors and promote more competitive capital markets,? said Chairman Cox. ?The SEC has an exceptionally talented staff, at headquarters and across the nation, and Mike will certainly enhance that reputation,? he added.

Mr. Halloran is currently the Senior Partner of the 250-attorney Corporate and Securities worldwide practice group at Pillsbury Winthrop Shaw Pittman LLP. During his 32-year career with Pillsbury, Mr. Halloran founded and led Pillsbury?s Washington, D.C., office from 1979 to 1983. In his long tenure with Pillsbury, he has represented public and private issuers and boards of directors, investment banks and funds, in multiple industries.

From 1990 to 1996, Mr. Halloran served as Group Executive Vice President and General Counsel for BankAmerica Corporation, and was the company?s chief worldwide legal officer in charge of 200 attorneys.

As Deputy Chief of Staff and Counselor to the Chairman, Mr. Halloran will advise the Chairman on the entirety of the Commission?s program to promote investor protection, healthy markets, and capital formation. Mr. Halloran will work closely with the Chief of Staff to assist the Chairman in overall management of the Commission. ?I am deeply honored to be asked by Chairman Cox to serve him in this role,? Mr. Halloran said. ?I look forward to working on the important challenges of responding to the needs of investors and issuers and fostering our capital markets and efficient access to capital. The SEC is widely recognized for having a very talented staff, and I will be privileged to work with them.?

Mr. Halloran is the past president of the Board of Directors at Boalt Hall School of Law at the University of California, Berkeley. He is a former member of the NYSE Legal Advisory Committee, and past chair of several American Bar Association committees relating to securities and corporate matters.

He earned an LL.B. from Boalt Hall School of Law in 1965, and a B.S. in mechanical engineering from U.C. Berkeley in 1962. He is the lead author and editor of Venture Capital and Public Offering Negotiation, a leading text on formation of venture capital funds, making venture investments, and taking companies public. He will begin work at the Commission on Oct. 16, 2006.
